Hanford Tank Waste Operations & Closure, LLC (H2C) has been awarded the Hanford Integrated Tank Disposition Contract (ITDC) by U.S Department of Energy’s Office of Environmental Management (DOE EM). Learn more about H2C’s leadership team and approach to operations in the executive summary.

H2C will lead the nation’s largest and most complex radioactive waste cleanup, including closure of the legacy waste tanks at Hanford. At a later date, upon completion of commissioning, operational control of designated WTP Facilities will be transferred to the ITDC.

H2C comprises BWX Technologies, Inc., (BWXT), Amentum, and Fluor companies. Our team brings the capabilities necessary to reduce DOE’s environmental liability and risk, accelerate tank waste disposition, and decrease lifecycle costs for the duration of the ITDC.

Following the contract award that was announced on February 29, 2024, a four month transition began on October 21, 2024. H2C will keep this website updated with current information for employees transitioning to the ITDC.


Parent Companies and Teaming Subcontractors

H2C is a joint venture of BWX Technologies, Inc., (BWXT), Amentum, and Fluor companies.

BWXT brings significant capability on safe, continuous operation of high-hazard nuclear and chemical facilities.

 

Amentum has extensive radioactive waste operations experience, including tank waste expertise at SRS and Hanford.

Fluor brings critical experience in partnering with DOE and regulators to negotiate and deliver end states.



The three parent companies are joined by four teaming subcontractors:

dss+ brings its capabilities in advising on overall systems safety and safety protocols for chemical processing to optimize plant operations.

DBD, Inc. will provide the simulation and data capabilities required to plan and optimize the liquid waste mission, identifying and communicating the improvements necessary to support acceleration of cleanup.

Longenecker and Associates, Inc. will provide independent mission assurance and contractor assurance support for production and compliance activities, as well as regulatory and project management support.

INTERA Incorporated will provide regulatory and environmental integration supported by environmental modeling and risk assessment targeted to specific state and federal requirements.


Key Personnel

  1. Carol Johnson is the President and Program Manager and leads all aspects of the H2C team. She is an executive leader with 40 years of experience directing environmental cleanup, production operations, and national nuclear security missions. She has previously held a variety of leadership and technical roles at DOE sites such as Hanford (as the president of River Corridor Cleanup), Los Alamos National Laboratory, Idaho National Laboratory, and others, including her most recent role as President and CEO of Savannah River Nuclear Solutions. She lives in the Tri-Cities area.
  1. Phil Breidenbach, Chief Operating Officer, is responsible for safely leading operations, maintenance, and projects. He has a track record of driving positive culture change and collaboratively achieving results on nuclear projects, with 38 years of relevant experience at several EM sites, including two contractor joint venture presidencies. He was most recently President of Savannah River Remediation.
  1. Kliss McNeel, Environment, Safety, Health and Quality Manager, is responsible for the programs that protect workers, the public, and the environment as well as ensure that all quality and compliance requirements are met or exceeded. She brings 34 years of experience leading environmental and regulatory compliance programs at four of the world’s most complex, high-hazard nuclear operations sites.
  1. Karthik Subramanian, Chief Engineer and Innovation Manager, leads engineering execution of operational and capital projects and champions innovative approaches to improve safety and efficiency. He is currently the Chief Operating Officer for the Hanford tank farm project. He has over 22 years of technical and leadership experience in the EM program.
  1. Jeff Stevens, Program Integration Manager, is responsible for strategic planning, risk management, and end-state integration activities. He also provides interface management with the other Hanford contractors. He has 38 years of experience, including three joint venture presidency and program manager positions. He most recently led the contract transition for the SRS Integrated Mission Completion Contract.

Small Business Subcontracting

Small businesses play a major role in our vision to reduce risk and liability. Using scope-based tasks as the basis for procurement, H2C will integrate small businesses to deliver innovation, efficiencies, and savings.

We commit to begin the contract by offering 18 percent of the year-one contract value (more than $300 million) to small business and building the engagement infrastructure to increase that by a half-percent each year until FY27, when we reach 20 percent of that year’s contract value.
